I found a config file. It's located in Documents > Criterion Games > Need for Speed(TM) Most Wanted and it's called "config.NFS13Save". I opened it in Notepad, found "VsyncInterval" and changed its value to 0. And that helped. Controls finally feel responsive and without the delay and now I'm having a blast playing this game.
